NDOT Announces Two New Engineering Division Heads

May 10, 2024 (Lincoln, Neb.) – The Nebraska Department of Transportation (NDOT) is pleased to

announce the advancement of two engineers – Kyle Keller and Brandie Neemann.

With over a decade of experience at NDOT, Keller, a Scottsbluff native and University of Nebraska-

Lincoln graduate with a Bachelor of Science degree in Civil Engineering, brings exceptional leadership

and expertise to his new role. He excelled in project scoping and roadway design, overseeing high-

profile projects including the US-275 Expressway, I-80 expansion to Pleasant Dale and the Wahoo

Roundabout. As Assistant Roadway Design Engineer, he managed project delivery in Districts 1 and 7

and contributed to NDOT’s Alternative Delivery Program.

Now, as Project Development Engineer/Division Head, Keller will apply his expertise in project delivery

and leadership. He will focus on internal workforce development, cultivate relationships with partnering

agencies and external partners and enhance early project planning and delivery processes. Keller

assumed this role on May 6, 2024.

remarked Vicki Kramer, Director of NDOT.

Neemann, a licensed professional engineer with over 25 years of experience at NDOT, has succeeded

Mick Syslo as State Roadway Design Engineer. With a Bachelor of Science degree in Civil Engineering

from the University of Nebraska-Lincoln, she started her career at NDOT as an intern and advanced

into various key roles, including Project Development Division Engineer for eight years. Neemann has

been pivotal in major agency initiatives, including developing the capital improvement project selection

process and the implementation of the Build Nebraska Act/Transportation Innovation Act, as well as

NDOT’s assumption of environmental review responsibilities from the Federal Highway Administration.

“Brandie’s outstanding work in Project Development has marked her as an exceptional candidate.

We are excited about her ongoing leadership and expertise in Roadway Design,” Kramer expressed.

As a proven transportation leader, Neemann will continue to focus on modernizing and harmonizing

business processes, expediting project delivery, strengthening NDOT’s professional expertise and

building upon solid professional relationships within the agency and with external partners. Neemann

began her new duties on March 29, 2024.
